Investigation of educational empowerment effect on human development index of Iranian elites (Emphasizing the fourth and fifth development program and twenty-year perspective)

Abstract
Nowadays special attention is paid to elites in countries because they are intelligent, creative, owners of new thinking and creative mentality and the most valuable capitals to reach basic goals of every country. In the present sensitive conditions, our society needs more than every other time to intelligent, creative and committed people. These people due to various factors like social internal and external factors are facing with some problems and to obviate the problems along with human development index (reaching the knowledge and promoting life quality) special attention is needed. Elite migration (brain drain) is one of the main problems of developing countries. Due to various reasons to gain their expectations migrate to developed countries and try to live in those countries due to special reasons. This issue has involved developing countries for many years, so authorities and programmers try to find solutions to this problem to keep elites in their societies and be effective. The present study with a comprehensive definition of empowerment and human development index (reaching knowledge and epistemology and promotion of life quality) and their relationship with elite investigates general goals of Islamic Republic of Iran for elite’s educational empowerment regarding the fourth and fifth development programs and the twenty-year development perspective following a developed society based on knowledge and sagacity.
