ISSUES OF CIVIL SOCIETY FORMATION IN UKRAINE: MODERN TRENDS

Abstract
It is obvious today that the development of civil society in Ukraine is a key area to solve effectively a wide range of political and socio-economic issues of our country development. The process of scientific understanding of the problems of civil society in Ukraine has tangible results, but still its influence on this process is not sufficient. The important aspects are questions of correct understanding of civil society and the essence of its nature. Without this understanding it is impossible to develop an objective perception of the real prospects of modern transformations. It is also important because it should prevent the vulgar understanding of the process of natural development of civil society. One could argue that the only correct, unambiguous understanding of the phenomenon of ‘civil society’ does not ex-ist. It complicates the study and characterization of this term. But, at the same time, one should try to find the most balanced, understandable and reliable formula that will enable us to characterize objectively this complex and multi-faceted phenomenon. A prerequisite of correct understanding of civil society is understanding of it as a particular cultural and historical stage of civilization development, which is characterized by the dominance of self-organized and self-governing institu-tions in the process of their interaction with the state. A clear understanding of the nature of civil society and understanding of the historical conditions of its development should help to draw more accurately the main directions of possible steps from the state and the public. The true position of the civil society calls for immediate and radical changes of the role of the modern state, of rais-ing the effectiveness of the trade union movement and of the party system modernization. At the same time, the main direction of reforming involves overcoming a complete state control over the activities of civil society institutions and qualitative update of «civil elite».
