ISSUES OF DEVELOPMENT OF DIGITAL INFRASTRUCTURE IN THE TRANSPORT SECTOR AND COMMUNICATION WITH ADMINISTRATIVE REFEREEING

Abstract
The article raises questions concerning additional aspects of digitalization and simplification of the procedure for legal grounds for driving vehicles. The current state of legal regulation of this sphere of relations in the society is considered. The proposals on the legal fixing of the norms that would additionally regulate and further enable the introduction of an electronic system for the identification of the driver’s identity, without presenting a driver’s license; elimination of such measures to ensure the production of cases of administrative violations as the withdrawal of a driver’s license. At present, there are important grounds for improving the legal support of transport activity and ordering and further developing the system of rendering administrative services on clearly defined legal principles, which will ensure the needs of consumers of administrative services, protect the guaranteed and protected by law their rights and interests, taking into account the European tendencies, which should lead to an increase in the efficiency of state regulation in the transport sector. The presented articles will eventually lead to further improvements and simplification of vehicle management, as well as the approximation and development of electronic transport infrastructure systems to European standards, enhancement of safety and management of the system.
