Abstract
In order to provide operative service of the personal policy of the Communist Party was established a system of member registration and documentation (cards index and personal files) of the staffing nomenclature. In the PZPR District Committees for conducting it in the years 1949-1952 were responsible the cards index instructor, who were middle-level political workers of its full-time apparatus. They were helpers of personal instructors (staff) and their factually deputies. The Execution of the KW was responsible for approving the candidates for the cards index instructor and for releasing them. Despite being careful it often happened that the position was entrusted to people who, for various reasons, including political, should not take it. This was one of the reasons for high personnel fluctuation among these officers. In the years 1949-1952 there were on average 8 for them per one the District Committee. Mostly they were poorly educated, but at least with several years of experiences in the party. Among them, the majority was women. These officers rarely made a career in the party apparatus. This people worked on the basis of normatives.
