KNOWLEDGE – BASED INNOVATIVE ECONOMY, WITH THE SPECIAL EMPHASIS ON THE EUROPEAN UNION DEVELOPMENT PROGRAMMES

Abstract
The article presents the European Union programme, which emphasizes the need for socialand economical the development of the EU countries basisng on innovation and knowledge. Theprogramme includes imperatively expressed necessity for increase of financial support directed ontoresearch to 3% of GNP, as this means that we can expect the increase in the workplaces in these countries by 3.7 mln, as well as the increase of GNP in these countries by 800 billion Euro.The plan is to found new EU institutions, whose task will involve qualitative and quantitative development of humanresources by implementation of system of scholarships for young academics, and by creation of science and research space where the scientists could work in a chosen EU country ( obviously according to the needs of the country in question). In this aspect, the level of innovation in Poland was critically assessed (Economic Forum in Krynica).
