КОНЦЕПЦИЯ ПОВЫШЕНИЯ ЭФФЕКТИВНОСТИ РЕФОРМИРОВАНИЯ ПЕНИТЕНЦИАРНОЙ СИСТЕМЫ НА ОСНОВЕ МОНИТОРИНГА ПРОЕКТНЫХ РИСКОВ

Abstract
The article is devoted to the research of scientifically justified alternative to traditional approaches, which are used at present to evaluate effeciency of reforms of Kazakhstan’s penitentiary system in terms of global transition of public institutions to the qualitatively new methods of management of socio-economic development of republic. It is shown that since the transition to a new stage of penitentiary reforms must be connected with another objectives of modernization of Kazakhstan’s society, in the first place is the problem of choice of prioritized directions of penitentiary system’s reformation based on usage of the new approaches and criteria of evaluation of reforms’ effectiveness. The results of analysis are provided which are used in recent years on practice of traditional methods and criteria of evaluation of efficiency of penitentiary reforms; the inexpediency of application for evaluation of effectiveness of penitentiary reforms, procedures of special-purpose program are shown. It is proved that by having described the processes of Kazakhstan’s penitentiary system’s reformation as the system that includes a number of governmental and social projects, the design approach and the methods of risk management can be used for evaluation of reforms’ efficiency. That is to say that effectiveness of separate social projects of penitentiary systems’ reformation can be measured based on dynamics of changes in integral risk indicators. The research provided the main directions of further reformation of Kazakhstan’s penitentiary system, which are depended on economic or social (institutional) risks.
