Abstract
The article analyzes and analyzes the basic organizational and economic principles of management of the processes of formation and use potential, as well as features of economic evaluation and methodical approaches to measuring the value of the potential. The proposed conceptual foundations of the potential are considered as the result of balanced replenishment, distribution and redistribution of economic resources between entities operating which operate under the influence of external and internal interconnections: resource, territorial-sectoral and spatial-temporal.
