Abstract
The Waqf system is a representation of the focus of the Islamic system on humanity and social welfare. People can gain benefits from a specific property designated as waqf for generations. In earlier times, only real estate was usually designated for waqf, which later changed to movable property and even money was saved as waqf, which is currently known as cash waqf. The current article introduces cash waqf, discusses its importance, Shar’i rulings, and its introduction and implementation in Islamic banking in Bangladesh. The article follows the descriptive and analytical method. The article shows that current scholars consider the cash waqf system as one of the prospective tools for welfare propagation. The cash waqf system is quite recent in Bangladesh. Social Islami Bank was the first among the Islamic banks to start the cash waqf account system and it was soon followed by other Islamic banks. The largest bank in the private sector, Islami Bank Bangladesh Limited, is ahead of others in this regard. Considering all, cash waqf is becoming more popular. ওয়াকফ ব্যবস্থা সামাজিক কল্যাণ ও মানবিকতার প্রতি ইসলামের গুরুত্বারোপের এক অনন্য দৃষ্টান্ত। ওয়াকফের মাধ্যমে যুগের পর যুগ মানুষ উপকার ভোগ করতে পারে। প্রথম পর্যায়ে শুধুমাত্র স্থাবর সম্পত্তি ওয়াকফের প্রচলন ছিল, পরবর্তীতে স্থাবরের পাশাপাশি অস্থাবর সম্পত্তি এমনকি নগদ অর্থও ওয়াকফ করা শুরু হয়। যা বর্তমানে ক্যাশ ওয়াকফ নামে পরিচিত। অত্র প্রবন্ধে ক্যাশ ওয়াকফ এর পরিচিতি, গুরুত্ব, শরয়ী বিধান বর্ণনার পাশাপাশি বাংলাদেশের ইসলামী ব্যাংকিং-এ এর প্রবর্তন ও অনুশীলন সম্পর্কে আলোকপাত করা হয়েছে। প্রবন্ধটি রচনার ক্ষেত্রে বর্ণনা ও বিশ্লেষণমূলক পদ্ধতি অনুসৃত হয়েছে। প্রবন্ধ থেকে প্রমাণিত হয়েছে যে, ইসলামী শরীয়াহ বিশেষজ্ঞগণ ক্যাশ ওয়াকফকে ইসলামের মানবকল্যাণ বিকশিত করার অন্যতম উপকরণ হিসেবে বিবেচনা করেছেন। বাংলাদেশে ক্যাশ ওয়াকফের প্রচলন বেশি দিনের নয়। ইসলামী ব্যাংকিং-এ সোস্যাল ইসলামী ব্যাংক লিমিটেড ক্যাশ ওয়াকফ হিসাব প্রবর্তন করে। পরবর্তীতে অন্যান্য ইসলামী ব্যাংকও এ হিসাব চালু করেছে। বেসরকারী খাতে দেশের সর্ববৃহৎ ব্যাংক ইসলামী ব্যাংক বাংলাদেশ লিমিটেড এই ক্ষেত্রে এগিয়ে রয়েছে। সার্বিক অবস্থা বিবেচনায় ক্যাশ ওয়াকফ ক্রমশ জনপ্রিয় হচ্ছে।
