Language and cultural values of ethnic groups in the Republic of Azerbaijan

Abstract
The article deals with characteristic features of the language policy of the Republic of Azerbaijan. Also the article speaks about the languages, which coexist with the official language on the territory of Azerbaijan. In any country language acts as an indicator of cultural heritage and mentality of each citizen. That’s why each person regardless of his/her ethnic and religious background has the right to speak his/her language in private and public life without intervention or discrimination of any form. The article also gives information on steps, which are taken by the government to preserve and develop the languages of ethnic minorities and ethnic groups. The steps are: ensuring release of educational and fiction literature, the organization of news programs, compilation of dictionaries, preparation of textbooks in languages of ethnic minorities and ethnic groups. The article also gives information on cultural centres which represent cultures and languages of ethnic groups and national minorities in Azerbaijan. The article also discloses distinctions between the terms «linguistic variety», «multilingualism» and «plural lingualism» which are often used as synonyms. This article shows that a linguistic variety, i. e. coexistence of a set of languages in uniform society is regularity for the Azerbaijani people. The author of article also emphasizes a crucial role of the Constitution in association of all citizens under a uniform banner, ensuring safety of the multilingual, multinational and multicultural environment in the country. The Azerbaijani state tries to provide development and preservation of languages of ethnic groups and ethnic minorities at the financial level too. Concluding the article, the author states that careful attitude to own cultural heritage and perception of valuable elements of others through dialogue of cultures are closely connected not only with the cultural, but also social sphere of life of society.
