Leader among Global Donors. EU’s Development Cooperation in First and Second Decade of 21st Century

Abstract
The main aim of this article is to analyze the condition of the development cooperation implemented by the European Union in the first and the second decade of the 21st century. Therefore, in this context it was necessary to characterize the formal and legal framework of the EU’s development cooperation as well as the agreements and strategic documents published in the indicated period. It was equally important to verify the interest of selected EU institutions and bodies in this field and to sketch at least some of the problems that the EU’s development policy must face nowadays. The most important of them include: the diversity of Member States obstructing the achievement of consensus around development issues, difficulties in fulfilling previously undertaken commitments and controversies regarding the coherence of development policy.
