LEGAL BASIS FOR THE IMPLEMENTATION OF TECHNOLOGY TRANSFER

Abstract
A normatively-legal base that determines directions of realization of transfer of technologies is considered in the article. Realization of this process is on the joint of different spheres of activity, that is why and documents that regulate it are diverse. Despite the adoption of mutually agreed legislative documents, the process of transfer of new developments did not enter an active phase for lack of transparent mechanisms of his realization and lack of development of market of innovations. Therefore there was a question of creation of organs co-ordinating that will carry out the functions of mediator and will put right effective connections between scientists and business on the stage of commercialization of scientific developments. An important factor for development of process of transfer of technologies is updating of scientific sphere. The pre-arranged reformation of home science envisages updating of normative base, optimization of structure and organizational alteration of her activity.
