LEGAL FACTS AS THE GROUNDS FOR CREATION OF LEGAL RELATIONS ON SOCIAL SERVICES

Abstract
The article is devoted to the study of theoretical and practical problems of determining the juridical nature of legal facts as grounds for creation of legal relations on social services. Legal relations on social services arise on the grounds of not only a single legal fact, but of the set of legal facts. Those include existence of difficult life circumstances of a designated person, his/her direct or through a representative application to a competent subject, adoption of a decision on expediency and feasibility of social services for a person, establishment of a social services contract. Author explains characteristics of each element of the set of legal facts required for the creation of legal relations on social services.
