Legal regulation of substantive jurisdiction of administrative cases in the aspect of ensuring the territorial availability of administrative courts of first instance

Abstract
In the article is studied and analyzed administrative issues under procedural law determining the substantive jurisdiction of cases administrative courts system. Proceeding with this is analyzed administrative geographical availability of first instance courts to individuals in terms of administrative territory division of state. To this end, studied and investigated practice and law that subject-matter jurisdiction administrative affairs and proposals relevant areas of improvement this subject.
