Flora as an object of administrative and legal guarding: theoretical aspects

Abstract
The author views the flora as an object of administrative and legal guarding in the article. He argues that the flora is one of the components of the natural wealth of the state and, along with its other elements, has invaluable significance as a natural phenomenon on the planet. The author notes that the flora is a collection of all types of plants belonging to forest and non-forest vegetation.
