Legal regulation of the stage of preparation for the decision to provide a local guarantee.

Abstract
The article highlights the results of the analysis of the legal principles of preparation for the decision to grant the city councils and the Verkhovna Rada of the Autonomous Republic of Crimea a decision on the provision of a local guarantee. The main requirements of the legislation concerning the investment project, which have the right to prepare the entities of the municipal sector of the economy to initiate the provision of the local guarantee, are covered. The issues of the credit rating of the territorial community of the city and the Autonomous Republic of Crimea are analyzed, such preparatory actions as the formation of the forecast of the local budget, the draft decision on the provision of local guarantees and a draft decision on the local budget in terms of determining the limit on the provision of local guarantees. The changes to the legislation are proposed.
