LEGALITY IN ADMINISTRATIVE LAW: ANALYSIS BASED ON PARAMETRIC SYSTEMS THEORY OF A. I. UYOMOV

Abstract
The category of “legality” in the field of administrative law was analyzed. The main theoretical and methodological positions of leading jurists on the problem of legality are singled out and investigated. The necessity of using a new meth- odology for its study is substantiated and confirmed. On the basis of the parametric theory of the systems of A. Uemov, it is established that the category “legality” has a complex dialectical nature associated with fixing a certain ideal of law enforcement.
