LEGISLATIVE SUPPORT OF PROFESSIONAL AND ETHICAL CULTURE OF A GOVERNMENT EMPLOYEE IN UKRAINE

Abstract

The research paper deals with revealing the main directions, conditions and specifics of the implementation of professional ethics in general and management ethics in the civil service system. Within the framework of studying the regulatory basis of the professional and ethical culture of a government employee, the ways of improving the codes of professional conduct and ethics in business, politics and the system of civil service and local self-government are proposed, attention is drawn to the need for legal and social preconditions for the incorporation of professional ethics in the system of public administration. Building an effective mechanism for reforming the professional and ethical culture of government employee, improving and raising the level of the entire civil service system, revealing of effective mechanisms for its improvement, have become the main tasks of public administration today. The author argues that knowledge of the basic principles of professional and ethical culture should allow a government employee to confidently orientate himself in any irregular situation and not make mistakes that allow others to doubt his fairness, which could seriously damage his reputation and reputation of the state body. It is concluded that the issue is about creating an ethical infrastructure: associations of government employees who do not accept professional and ethical violations, analytical centers for discussing issues of professional and ethical culture, the introduction of vocational ethics training (organization and delivery of appropriate courses for improving the professional ethics of government employees, distance learning, advanced training in this area), further improvement of the legislation.
