LEVELS OF NORMATIVE AND LEGAL REGULATION OF THE STATE SERVICE IN THE EU COUNTRIES

Abstract
Adapting the institution of public service in Ukraine to the EU standards requires the selection of an effective level of legal regulation of the activities of public servants as a special security mechanism. The revision of the public service system realizes according to the methodology applied for the candidate countries for membership in the EU as part of the requirements for their approximation to EU practice. The EU acts do not contain requirements for the model of public administration, which should be applied in EU member states. Due to «Europeanization», a legal regulation of public service in the EU consists of supranational and national levels. Each state is authorized to regulate the issues of the public service in accordance with its own legal system. According to EU officials, EU member states are entitled to determine their legal status on their own.
