Local functioning municipality under the Constitution of Ukraine

Abstract
Basic principles of Ukrainian Law concerning institutions of local democracy are analyzed in the article. The necessity of functions and powers balanced division between local administrations and local authorities is highlighted. Specificity and tendencies of local selfgovernment development in modern Ukraine are clarified. Giving local self-government not only certain legal, organizational and financial opportunities concerning self-operating but effective creation of regional management model which provides real local self-government autonomy is proved.
