Local referendum as an instrument of cooperation between authorities and the public: the experience of European countries

Abstract
The article analyzes the complex of issues which deal with the implementation by territorial communities of their right to participate directly in the local self-government through a local referendum on the example of Norway, Switzerland and modern Ukraine. According to the results, there were identified the peculiarities of local referendums and of the implementation of their decisions in the countries under study. It is indicated on a number of shortcomings and risks that may arise in making decisions through a referendum
