Abstract
The article presents the experience of the United Kingdom of Great Britain and Ireland in the preparation of applicants for the third scientific-educational level of higher education (PhD) based on a competency approach. The modern tendencies of management of development of general competences of applicants for the third (educational-scientific) level of higher education in the context of ensuring the quality of doctoral education are analyzed.
