Measuring and Assessing Technological Innovation Capabilities: A critical literature review

Abstract
This literature review implemented a bibliometric analysis to identify the studies that best explain how to measure and assess Technological Innovation Capabilities (TICs). For this purpose, a final sample of 125 empirical-causal articles was collected from Scopus and Web of Science and processed following the four stages of the PRISMA methodology (identification, screening, eligibility, and inclusion). The results revealed four areas that cover the research trends in basic, declining, niche, and motor themes. The advancement of knowledge in this field is promoted by two motor themes: (1) modeling and (2) simulation as methodological strategies to measure, assess, and understand how TICs are accumulated and how they affect the performance of organizations. These motor themes contribute to theories of the resource-based view, as well as the capabilities and competencies of a firm. All the identified topics were found to have a practical implication for decision makers. Finally, it is concluded that the measurement, assessment, and accumulation of TICs is an excellent diagnostic tool that supports policy making. This is because, in addition to an evaluation and comparative diagnosis, such assessment implies strategic decision-making, which leads to a better understanding of the transition toward TICs to achieve the expected performances.
