MECHANISM FOR PROVISION EFFICIENT CONTROL AS A POLICY STRATEGY OF STATE ADMINISTRATION OF PRESCHOOL EDUCATION IN UKRAINE

Abstract
The article deals with the main provisions and statements of scientists concerning the problem of ensuring an effective systemic process of controlling actions on the activities of pre-school educational institutions in Ukraine. The analysis of the peculiarities of the system ensuring the mechanism of effective control within the management of pre-school establishments is carried out. It was established that the interaction between the state authorities and the administration board of an institution of preschool education as well as the community is the prerequisite for the implementation of controlling functions. The theoretical analysis of informative sources was conducted and it was determined that the control mechanism is a systemic process of the organization of controlling actions which serves as a set of consistent steps used by the education authorities to conduct effective state control over the activities of pre-school educational institutions in Ukraine. The elements constituting the mechanism of state control in the system of preschool education (motivation, organization, observance of legal norms) are determined. The mechanism of effective control over the activity of pre-school establishments is substantiated. It is revealed that the mechanism of state control includes processes, procedures, technologies, interactions that take place during the inspection of the institution of preschool education and is expressed in two types (external and internal). A set of issues that are relevant during the inspection of the institution of preschool education is specified. At the level of prospects for further study of the designated problem, a detailed study of the foreign experience of the system ensuring the mechanism of effective control over the activity of pre-school establishments in the theory and practice of education management is singled out.
