Abstract

The article discusses the methodology of forming the middle class. The necessity of the growth of the middle class as a factor of socio-economic growth of Ukraine was substantiated. A three-criterion approach was chosen to assess the quantitative and qualitative composition of the modern Ukrainian middle class. Economic capital, human capital, and self-identification are selected as criteria. The estimation of the potential middle class in Ukraine according to the criteria of economic and human capital is carried out. An average grade in Ukraine is estimated by the self-identification criterion. The key measures of the population income policy aimed at forming a mass middle class in Ukraine are proposed. It is proved that the capitalization of human capital will lead to higher incomes of the population. The main events of capitalization of human capital, which promote the formation of a modern middle class in Ukraine, are named and substantiated.
