Механізм державного регулювання розвитку транспортної інфраструктури мегаполісів / Mechanism of the Megalopolis Transport Infrastructure Development State Regulation

Abstract
UK Розглянуті економічна сутність та особливості формування механізму державного регулювання розвитку транспортної інфраструктури мегаполісів, а також напрями його вдосконалення в контексті інноваційних перетворень у транспортній сфері. Досліджено проблеми державного регулювання системи транспортних потоків та розвитку транспортної інфраструктури мегаполісів в умовах фінансово-економічної нестабільності. Обґрунтовано концептуальні підходи щодо впровадження організаційно-економічного механізму державного регулювання розвитку транспортної інфраструктури мегаполісів та інституційного забезпечення функціонування паркувального господарства. Наголошено на необхідності застосування принципу державно-приватного партнерства у сфері розбудови транспортної інфраструктури мегаполісів, що дозволить забезпечити баланс інтересів приватного капіталу, держави, акумулювати необхідні інвестиційні ресурси тощо. Також доцільними є впровадження автоматизованої системи управління дорожнім рухом мегаполіса, що забезпечить оперативне прогнозування та реагування на аварійні ситуації, підвищить надійність функціонування транспорту та його інфраструктури. EN The article deals with economical essence and peculiarities of forming the mechanism of the stat regulation of the transport infrastructure development of the megalopolis as well as directions of its improvement in context of innovation transformation in transport sphere. The problems of state regulation of traffic and transport infrastructure of cities in terms of financial and economic instability have been investigated. Conceptual approaches to the implementation of organizational and economic mechanism of state regulation of the transport infrastructure of cities and the institutional functioning of parking management have been grounded. The necessity of applying the principle of public-private partnership in the sphere of development of transport infrastructure of cities that will allow to balance the interests of private capital, the state, to accumulate the required investment resources and the like. Also useful is the introduction of the automated system of traffic management of the metropolis, which will provide operational forecasting and responding to emergency situations, will improve the reliability of transport and its infrastructure.
