Abstract
State chancellery was the chancellery of the State Council, the supreme advisory body in the Russian Empire. Its role in the political life of Russia differed in the various periods of its existence. Its power was at its highest between 1818 and 1812, when it was headed by M. M. Speransky. His power was virtually unlimited, and he remained in direct contact with the Tsar. In later periods, neither the chancellery nor its leader achieved similar levels of importance. Nonetheless, there were times when it played an important part in the Empire’s lawmaking process. Its importance correlated with the eminence of its leader. The chancellery was the institution which initiated the transition to rational forms of administering the Empire.
