Model of management of personnel potential at motor transport enterprises

Abstract

The hierarchy of the priority of personnel potential formation in the strategic documentary field of sustainable development is determined. It is concluded that the whole hierarchy of the goals of human development is aimed at steady growth of personnel potential of all subjects of management, as provided by documents of various levels. The author believes that socially responsible human resources management should include such managerial actions that would be directed towards the development of human resources based on synergy for the owner (management) and the employees of the enterprise, which would ensure the sustainable development of all participants in the process. This requires the development of a system of motivation for social responsibility The model of socially responsible management of personnel potential of motor transport enterprises is presented, which provides a block of motivation for mutual social responsibility. The proposed structuring of the motives for the social responsibility of the subject and the object of management of the motor transport enterprise, which is correlated with the benefits that each of the parties will receive from socially responsible activities. The components of the system of motivation of social responsibility are substantiated: 1) internal and external documents regulating social responsibility; 2) a set of indicators and criteria of social responsibility; 3) system of material / non-material incentives for social responsibility; 4) a system of material / non-material measures for social irresponsibility. The criteria for assessing the level of social responsibility of the participants in the management of the personnel potential of the motor transport enterprise, the full implementation of which ensures compliance with the conditions of mutual social responsibility in the enterprise and provides an opportunity for mutual sustainable development on the basis of synergy. The irresponsible or partially responsible behavior of the participants in the management process can have negative consequences, and the synergy will operate both in the negative and in the positive direction, providing either mutual sustainable development or degradation
