Nature and structure of personnel potential of the civil service system

Abstract

Changes in society entail a transformation in the public administration, as the demands of society, to public service in improving the quality of its services for the implementation of social guarantees of citizens, is constantly growing. The public service needs to effectively carry out its governmental powers to regulate social relations. However, the data requirements in modern conditions of market economy are in conflict with the low level of professionalism and outdated technologies of work of state institutions, which creates tension in this sphere of social relations. The problem of effective formation of personnel potential of public service must be addressed comprehensively, taking into account all factors of influence, both internal and external. Existing programs of development of public services virtually do not consider, for example, such important factors as the level of prestige of public service in society, because it depends largely on the quality of filling its staff capacity, as well as its cultural, moral and professional components. In this regard, of particular relevance is a comprehensive study of the formation and development of personnel potential of the public administration system. One of the key components of the national policy is the establishment and development of personnel potential of the civil service as a strategic factor that largely determines the success of the implementation of government strategies for socio-economic development of Ukraine. Reform of the civil service system, the ongoing, aimed at improving the efficiency of state authorities and municipal government and have, for the most part, in two directions. One of them concerns the reduction of material costs for the maintenance of the state apparatus through the introduction of the system of management of the public service management technologies business. Another related rethink and change of attitude of public servants to society, turning it on through social dialogue, partnership and mutual trust. Thus, the existing approaches help to form the integral representation of the resources and capabilities of the public service, by combining the mechanisms of market pragmatism, and democracy requirements of the state service of civil society
