Public administration reform: e-democracy

Abstract
A public demand for efficient and transparent institutions of executive power and local self-government is raising the crucial issue of proper governance. The article examines top priority goals (citizens’ participation in state-building and decision-making through electronic tools; formation of an e-democracy policy with the participation of the public, authorities and the real economy sector), the state of implementation of e-democracy in Ukraine and the opinion of the Reanimation Package of Reforms Coalition. The main issues associated with the implementation of the e-democracy in Ukraine have been identified, e.g. the lack of legally established opportunities; legislative and executive introduction of new е-democracy tools; the lack of strategic and tactical support for the implementation of e-democracy and e-governance; implementation of е-governance and е-democracy policies – both at the national and local levels; a low level of responsibility for the non-compliance with the laws that regulate democratic processes in a digital form; a low level of the public awareness about e-democracy in general and digital tools available in Ukraine. The prospects of the e-democracy tool as a means of involving citizens in statebuilding and public decision-making are also determined.
