Abstract
On the basis of the generalization of scientific approaches it is proved that researchers are unanimous in the necessity of attracting elements of the best foreign practices of the system of providing public services. Theoretical workings out can be divided by directions of development of ways to improve the system - from the introduction of the innovations of individual elements (information, managerial factors, etc.), which according to the author will not give the expected results, to the attraction of conceptually new approaches. After all, taking into account the global tendencies of democratization of society, in the context of the practical implementation of the principles of decentralization and subsidiarity, provision of public services is more promising by extending the circle of providers. According to the supporters of this approach, its advantages are obvious, as it is expected to increase the quality of public services through the emergence of competition, the provision of services at the closest level to the population, the activation of the local community, etc.
