The system of the owner’s supervision of new economic organizations of the public sector

Abstract
The evolution of the owner’s supervision done on the level of local government, as a result of owner-organizational transformations, is presented in the article. The essence of the leadership of the economic activity by the local government with different organizational possibilities is also discussed. Advantages and disadvantages of the functioning of each solution in the context of rules of the budget- economy and the financial situation of the local government is stated in the article. An effect of the existence of these various solutions is the necessity of finding of suitable solution among the effectivity of the economy, and a function of the public utility. Besides there is the analysis of the functioning of the owner’s supervision done by local authorities over organizational individu-als of the autonomy and with companies of the commercial law with its partici-pation. A conclusion of the presented article is the necessity of more detailed identification and the analysis of the institution and supervisory mechanisms adequate to the public section, including local sector. This area demands addi-tional attention because of more intensified transformations during last years. The analysis of the case, done by the author, of the described transformation presents several matters of the general concern of the problem.
