New approaches concerning the management of the development the innovation-active in-dustrial enterprises on the basis of controlling and its conceptual model

Abstract
Introduction. Managing the development of innovation-active industrial enterprises puts additional demands to controlling in general and the content of the controlling, in particular innovative, at the same time imposing restrictions on the tools and the process of formation. All this requires the development and implementation of new approaches to managing the development of innovation-active industrial enterprises on the basis of controlling depending on the goals and objectives of the enterprise development. The purpose. The aim of the article is the substantiation of the new approach regarding the management of the development innovation-active industrial enterprises on the controlling basis depending on the goals and ob-jectives of the enterprise development. Methods. During the research the author used methods of comparison and system, logical and scenario ap-proaches to substantiation the principles of controlling implementation. Results. A new approach that is proposed in the article is in the implementation of the hypothesis concerning the applicability of innovative controlling in the process management development of innovation-active industrial enterprises in the scenario image and its ability to comprehensively assess the process of innovation in general, innovative activity, innovative projects and innovation costs, increase management efficiency. Developed conceptual model provides a scenario of controlling formation and its relation with the goals, objectives and influence of development factors, contains innovative controlling, allowing the company to gradually apply the controlling to control their own development. Conclusions. Peculiarity of innovation-active enterprises is that their development can be identified with in-novative. Therefore, the author's understanding of the new approach regarding the management of the development innovation-active industrial enterprises on the controlling basis is based on the theoretical basis and managerial tools for innovation controlling (or controlling innovation). This allows you to specify priority criteria and limit the number of indicators used, to simplify the process controlling in the future. The main differences of the proposed approach are two: the first is the dominance of the innovative role of controlling and its instruments, and the second is the scenario formation of innovation controlling, which is applicable to the first stage of controlling, and requires adequate methodological support.
