Normative and legal regulation of state administration of pre-trial investigation bodies in the Republic of Georgia (on the example of the MIA)

Abstract

The author analyzes the regulatory legal regulation of state administration by the bodies of investigation of the Ministry of Internal Affairs of the Republic of Georgia. The author believes that the success of reforms in the police is crucial to the study of foreign experience. Administrative and legal doctrine rich in-depth study of public administration in the police of foreign countries, including Post-Soviet. Despite this attention, all studies on the Republic of Georgia are fragmented. A comparative legal method has been applied to determine the state of public administration of investigative bodies, their place among other investigative bodies. The main normative-legal and normative acts regulating the system of leadership of the police investigation bodies, as well as their structure and competence, are presented and considered. A number of similar tendencies with Ukraine have been revealed, as well as differences in the state management of the investigation bodies of the Ministries of Internal Affairs of the Republics of Georgia and Ukraine. It was noted that public administration is carried out in units that simultaneously engage in administrative activities. It is also noted that the border of the regulatory and legal regulation of public administration comes into contact with regulatory regulation. One of the key agencies in government investigations Interior of the Republic of Georgia is the situation of the Ministry of Internal Affairs of the Republic of Georgia, approved by Government Decision of 13.12.2013 number 337.
