NORMATIVE-LEGAL ACT: SYNERGETIC ASPECT

Abstract
The article reveals deals with the problem of development and formation of the normative-legal act as a sources of law from positions synergetics. Draws attention to the formation of normative-legal acts, Examines the relationship of organization and self-organization in the process of emergence, development and formation of this source of law. It is concluded that the regulatory normative-legal act has the greatest degree of organization among all sources of law. It appears when there is a fairly strong position of the state, centralized state power. In the absence of the other sources of law in regulating relations in the country or on the condition of their insignificant role in this regulation, this may indicate the presrence of rigid centralized management methods and a non-democratic regime of governance in the country. The adoption of a normative-legal actis a rather complicated process and requires from its creator a certain level of preparation and orientation in a situation that needs to be resolved. Blindly copying foreign experience is often ineffective because it does not take into account the pecullarities of the national system, indicators that act as attractors and regulate the activity of this system, provide a “fan of possible ways” for its development.A peculiar adjustment of the norm, which was copied at random, after its adoption in a regulatory legal act for the relations predicted to regulate it, is impossible, because the procedure for adopting regulatory normative-legal actis strictly regulated and does not provide for such adaptation.
