НОРМАТИВНО-ПРАВОВЕ ЗАБЕЗПЕЧЕННЯ ДІЯЛЬНОСТІ НАЦІОНАЛЬНО-КУЛЬТУРНИХ ОБ’ЄДНАНЬ НА УКРАЇНСЬКИХ ЗЕМЛЯХ У СКЛАДІ РОСІЙСЬКОЇ ІМПЕРІЇ В ХІХ – НА ПОЧАТКУ ХХ СТОЛІТТЯ

Abstract
The article is devoted to the study of some aspects of the normative-legal support for the activities of national cultural associations on the Ukrainian lands that were the part of the Russian Empire in the 19th and early 20th centuries. Attention is focused on the main means of realization by the national communities (in particular, minorities) of their rights and legislation, statutory acts, which were the basis for the lawful existence of legal public organizations. It was noted that, faced with the realities of life, societies tried to squeeze into the statutes’ rigid framework the various, sometimes unexpected, forms of their activities, focusing on the local conditions and organizations’ needs. The activity of socio-cultural organizations caused close attention to it from the local administration and law enforcement agencies, which sought to regulate it so that each step of the associations’ members was under constant control. It was determined that the arsenal of controlling funds included annual reports of the companies to the governor and the Ministry of Internal Affairs, regular reporting to the authorities about their meetings, an application for any mass event.
