Abstract

Кандидат политических наук, доцент The Eastern Partnership is a specific dimension of the European Neighborhood Policy, based on common values, mutual interests, political, economic and social resilience both in the EU and the partner countries. In article the main attention is paid to the modernization processes and reforms, difficulties of democratic transition and to the opportunities and challenges concerning the association-related reforms in conditions of European integration. The EU’s capacity to adapt to existing circumstances and learn from its experience will be key in promoting a more effective approach in the future. According joint Declaration Eastern Partnership Summit 2017, future cooperation will be based on following areas: economic development and support to grassroots civ-il society organizations; improving the capacity of partner countries to take ad-vantage of the trade opportunities with the EU; reform commitments and new communication approach on assistant for the Eastern Partnership. Despite progress in acknowledging the complexity of its Eastern neighborhood and the gradual revision of its policy frameworks, the EU needs to define better the differentiated goals it wants to achieve together with its Eastern partners and to clarify its operational understanding of resilience. European Union and Repub-lic of Moldova work in close cooperation to improve the quality of life and to move towards a new stage in modernizing country and in the comprehensive development of the society. Parteneriatul Estic este o dimensiune specifică a politicii europene de ve-cinătate, bazată pe valorile comune, interese reciproce, rezistenţa politică, economică şi socială, atât în Uniunea Europeană cât şi în ţările partenere. În articol, autorul acordă atenţie proceselor de modernizare şi reformare, dificultăţilor tranziţiei democratice, oportunităţilor şi provocărilor privind reformele legate de asociere în condiţiile integrării europene. Capacitatea UE de a se adapta la împrejurările existente şi de a învăța din experienţa proprie va fi cheia în promovarea unei abordări mai eficiente în viitor. Potrivit Declaraţiei comune a Summitului Parteneriatului Estic 2017 viitoarea cooperare se vă baza pe următoarele domenii: dezvoltarea economică şi suportul acordat organizațiilor societății civile; îmbunătățirea capacității ţărilor partenere pentru a profita de oportunităţile comerciale cu UE; angajamentele de reforme şi noua abordare de comunicare pentru parteneriatul estic. Ne cătând la progresul în recunoașterea complexității sale în cadrul vecinătății estice şi revizuirea treptată a politicii cadru, UE trebuie să definească mai bine obiectivele diferenţiate pe care vrea să le realizeze împreună cu partenerii săi estici și să se clarifice înţelegerea operaţională a rezistenţei. Uniunea Europeană şi Republica Moldova lucrează în strânsă colaborare pentru a îmbunătăţi calitatea vieţii şi pentru a se îndrepta spre o nouă etapă în modernizarea ţării şi în dezvoltarea complexă a societăţii.
