Object conditioning functional variability of the administrative legal regulation of public transport in Ukraine.

Abstract
The article reveals the problem of objects and functions in the mechanism of administrative legal regulation of public transport. The system of vehicles covered by the scope of the content of the concept “transport”, which is a complex, multi-level, hierarchical system consisting of subsystems of air, sea, inland waterway, rail, road, urban electric, industrial transport and road infrastructure. It was found that these objects are multifaceted social rela- tions, which is caused by the same type of physical characteristics of the vehicle and the content of the transport services, for the provision of which they are used. These relationships arise and develop about meeting the needs of the population and social production in transport; social and economic rights and legal interests of transport services consumers; the safe operation of public transport; appropriate rates and proportions of public trans- port as an organic component of the national transportation system; elimination of monopolies and ensure fair competition, economic entrepreneurs in the development of public transport; coordination of the transport various modes, and others. Figuring out the impact on organizing transport relations in the field of study is expressed in such public authority functions: accounting, preventive, organizational, coordination, standard setting, inspection and enforcement, jurisdictional and other; epistemological, economic, planning and logistics, technical administration, labor discipline and other. The synergistic effect of the content of public relations at the municipal transport and features aimed at resolving their public administration, occurs after specifying the parameters of characteristics of the village, the transport needs of legal entities and citizens, the kind of vehicle. Local government functions in the field of public transport are shown in the work on the adoption of rules and procedures for the organization of public transport, the establishment of tariffs for transportation, graphic design and scheduling of traffic, monitoring compliance with the timetable, development schemes of traffic and schemes of the road network, issuing municipal orders for passenger and specialized transportation and contracting organization dispatching service, control of environmental parameters of transport work.
