OBSTACLES AND PROBLEMS FOR THE CREATIVE ECONOMY DEVELOPMENT IN UKRAINE

Abstract
Purpose. The purpose of the article is to determination of formation obstacles to the economy creative sector in the Ukraine, substantiation of existing problems and development of measures for state support for the development of creative industries, according to the principles of integration and decentralization. Methodology of research. The research methodology included application of the theory and practice of innovation and the concept of a creative economy to determine and justify obstacles and problems on the way of creative industries development in the Ukraine, definition of the role of state action as a set of methods, methods and means of economic influence; methods of analogy and structuring of goals, generalization for developing measures for state support for the development of a creative economy in Ukraine. Findings. The present role of the creative economy, which changes the traditional ideas about the models of economic growth, sources of creation of added value, factors of formation of business models, is advanced by other than the industrial economy, requirements to the activity of employees, production-technological and information infrastructure, institutional space. It is proved that among the main obstacles to the development of a creative economy in Ukraine there are basic socio-economic problems characteristic of the country that are common to the sector of creative industries (in particular, the traditional orientation for Ukraine in the raw and industrial sectors of the economy). A separate area of problems is problems that impede innovative processes in the development of culture, art, creativity and education in modern conditions, among which: the absence of relevant normative and legislative acts; lack of motivation to invest in innovative cultural development. A complex of measures of state support for the development of a creative economy in Ukraine in such areas as promotion and information and communication support of creative products, including those on international markets, has been developed and specified; development of professional and business education for creative entrepreneurs; the formation of a favorable communication environment: (creative space) increase in the availability of financial resources, etc., which will in the aggregate allow to intensify the dynamics of the formation of the creative economy sector in Ukraine. Originality. The scientific novelty of the research consists in the improvement of the scientific-theoretical and practical provisions of the creative economy in terms of defining and substantiating the problem field of the dynamics of the economy creative sector development on the example of a particular country as a basis for the development of programmatic state measures for activating creative entrepreneurship. Practical value. Using the developed provisions will allow in practice to create an appropriate concept for managing the formation of creative industries and creative economy, to determine the structure of the organizational mechanism for the modernization reforms implementation to develop and implement innovation policy within the framework of European integration of the Ukrainian economy.
