Abstract
Droits et libertés de l’homme, le libre épanouissement de la personnalité humaine représentent des valeurs suprêmes et sont garantis – stipule la Constitution (art.1, par. (1) [1]. Parmi les droits constitutionnels fondamentaux un rôle décisif joue le droit à voter, le droit de choisir, comme tirer parti de l’exercice démocratique directe de la souveraineté nationale. Pour ces raisons, l’organisation des élections est la pierre angulaire de la cristallisation du droit et de l’État démocratique fondé sur les principes de séparation des pouvoirs, la légalité et la légitimité du pouvoir.
