OPTIMIZATION OF AGGREGATE PUBLIC EXPENDITURES ON DEFENSE IN UKRAINE

Abstract
The article deals with the main trends in the growth of aggregate public expenditures on defense. The experience of foreign countries, in modern conditions, is generalized, as well as proposals for optimization of expenditures of the state budget of Ukraine in the field of defense. Author has calculated key figures in defense expenditures in Ukraine in 2014-2016 years, and such main indicator as defense expenditures as share of GDP in 2012–2016. The main areas for optimization of defense expenditures are: the introduction of a system of financial monitoring with the involvement of independent experts, programs of analytical assessment of efficiency at all stages of the budget process; strengthening of technological and financial control of operational and strategic goals; increasing transparency of the state defense programs.
