ОРЕНДНІ ВІДНОСИНИ ЯК СКЛАДОВА ЗЕМЕЛЬНОЇ РЕФОРМИ В УКРАЇНІ

Abstract
Groshev S.V. Leasing relationships as a constituent of land reform in Ukraine. The article discovers and scientifically proves mechanism of land lease the key element of which is the detection of the level of land shares rent. It testifies that the part of leasing relationships is of great importance for agricultural industry running as well as for citizens’ social protection. It justifies that economical activity of modern agricultural and farm enterprises based on land lease acts to raise effectiveness of agricultural industry. The article generalizes the problem upon development of land leasing relationships in Ukraine, which are composed of formation of relevant competitive leasing environment; compliance with commitment conditions by the parties; perfection of relations in matters of rent amount, its plentitude and mode of payment between owners and leaseholders; fertility maintaining; efficacious and rational use of leasehold land. Lease is a reliable instrument for increase in volume of land utilization for agricultural and farm enterprises without ample resources for purchase of land. It is a significant remedy for accumulation of financial resources for owners. Incapacity to cultivate independently the land due to lack of equipment or other resources, and money for its acquisition is an important reason impelling villagers to lease land. Thus, lease defines the influence upon productive activity of agricultural and farm enterprises, and promotes its development, induces raising of effectiveness of land resources utilization, owner’s source of profit.
