Organisational Culture of Municipal Offices in Poland in the Light of Empirical Research Culture-related Conditions for Organisational Changes

Abstract

The article analyses the impact that the culture of an organisation makes on the introduction of changes to that organisation in the context of applying new concepts and models of organisational structures. Our own research into the organisational culture in municipal offices led to an identification of features of an open organisation i.e. elements of the organizational culture which determine the opportunity of introducing a process-oriented organizational structure. It seems that the degree of “openness” within the organisational culture in municipal offices, indicated by the research, could be the factor supporting the introduction of organisational changes.
