ORGANIZATION OF PUBLIC PROCUREMENTS FOR IMPROVEMENT OF OBJECTS OF THE FIXED ASSETS ACCORDING TO THE INNOVATIVE APPROACH

Abstract
Purpose. The aim of the article is to study the organization of public procurement for the improvement of objects of fixed assets under the innovative approach using the electronic system PROZORRO on a concrete example of organizational and methodical aspects. Methodology of research. The following methods are used to achieve this goal: the method of theoretical generalization and comparison became the basis for studying the organizational and methodical aspects of organizing public procurement for the improvement of objects of fixed assets under the innovative approach using the electronic system PROZORRO; the logical method, the methods of induction and deduction, grouping and generalization are the basis when considering the mechanism of “pre-threshold” procurement through the electronic system PROZORRO; the graphic method is used in constructing the algorithm of the mechanism of “pre-purchase” procurement through the electronic system PROZORRO; monographic method – when presenting the research results. Findings. The peculiarity of the operation of the mechanism of “pre-threshold” procurement through the electronic system PROZORRO is disclosed on a concrete example. The algorithm of the mechanism of “pre-purchase” purchases by communal institutions of physical culture and sports through the electronic system of purchases of PROZORRO is offered. Originality. It is substantiated that the “pre-threshold” procedure is an acquisition, the conditions of which are independently determined by the customer. In order to simplify it, an algorithm for the mechanism of public “pre-purchase” procurement of goods, works and services for major repairs of fixed assets through the electronic procurement system PROZORRO is proposed, the realization of which in practice will allow for transparency and predictability of updating the material and technical base of sports facilities, and therefore, and the development of sport as the prestige of the nation. Practical value. It is proved that the use of public electronic auctions through PROZORRO’s procurement system is a guarantee: ensuring transparency of procurement at all stages of the bidding process; saving on the cost of purchasing goods, works and services; effectiveness of control over the purposeful use of budget funds.
