ORGANIZATIONAL AND ECONOMIC PRINCIPLES OF FORMATION OF EXPORT POTENTIAL OF OILSEEDS IN UKRAINE

Abstract
In recent years, the relationship between the Ukrainian and world markets of oilseeds and their processing products has become more and more connected with the deepening of the processes of international division of labour and the entry of Ukraine among the world leaders in the production of seeds of oilseeds, vegetable fats and meal. Therefore, increasing the efficiency of Ukraine's foreign economic activity in relation to oil and fat products and ensuring its competitiveness on the domestic and foreign markets becomes extremely important. The accepted methods of economic research are used for solving the problems set in the article: monographic (during the analysis of scientific and economic literature on the problem under study); theoretical generalization; observation and economic analysis (in assessing the current state and development trends of the oil and fat subcomplex); economic and statistical, comparisons; statistical groupings. A transition to a qualitatively new technology should be made in order to increase the export potential of oilseed crops, which will lead to an increase in the efficiency of agricultural enterprises' production and economic activity. A significant role in the development of the production of seed oilseeds should be allocated to the state agricultural policy, which involves diversification of production by increasing the variety of oilseeds grown by enterprises of the corporate sector of the agrarian economy. We believe that an important condition for increasing the export potential of Ukraine's oilseeds is the introduction of the principles of the international system of technical regulation within the framework of the WTO by accelerating the process of harmonization of domestic operating standards in accordance with the requirements of the International Organization for Standardization; financing the development of new, harmonized with international, state standards and technical regulations on the main types of products and methods of testing its quality indicators in pursuance of the Law of Ukraine “On Standardization”; intensified work on the mutual recognition of control procedures and compliance certificates with countries that are trading partners of Ukraine; ensuring transparency and coherence with professional non-governmental organizations on all aspects.
