Organizational and tactical preparation measures to examination in risk conditions of HIV/AIDS and/or tuberculosis infection

Abstract

The scientific article analyzes the organizational and tactical measures of the preparatory stage of the examination. The peculiarities of their implementation taking into account the risks of infection of the investigator and other participants in the criminal proceedings of HIV/AIDS and tuberculosis were highlighted. The purpose of the article is to consider the peculiarities of preparation for conducting the study, taking into account the risk of infection with tuberculosis and/or HIV/AIDS as a person conducting the specified investigation (wanted) action, and other persons involved in its conduct. Examination – the mean of information provision of investigation. Therefore, organizational measures for preparation for the study, as well as the tactics of the work and the final stages, must be formed taking into account personal safety and hygiene measures, as well as ensure the safety of the investigator and other participants (present) from the risk of infection with HIV and/or tuberculosis respiratory tract. Improper preparation can cause not only the loss of evidence, but also the risk of infection with these diseases. There is an urgent need to rethink the organization and tactics of conducting investigative (search) actions, paying attention not only to the purpose of their conduct in the aspect of evidence, but also to ensure the safety of infection from socially dangerous diseases. An important factor is the availability of investigative information regarding the person to be exposed and the tracks to be traced. It also helps to avoid the risk of infection following the universal principle of precaution. It consists in treating all persons as potentially infected and with all substances (objects) as those that can carry infectious agents. Any preparatory action for conducting the study may vary in each case. But their implementation needs to take into account all possible risks of HIV/AIDS and tuberculosis infection and take measures to prevent and avoid this threat
