ORGANIZATIONAL LEARNING AND HUMAN RESOURCES DEVELOPMENT

Abstract

In order for organizations and their human resources to survive in this constantly changing environment, they must adopt the philosophy of learning. Learning organizations have to create a culture of lifelong learning, enabling human resources to constantly gain and share knowledge. Sharing of knowledge in the organization influences the development of human resources, and hence the development of the organization itself. Human resources are the most important trigger of change in the organization and a key factor in achieving competitive advantage on the market. That is why, organizations should treat them with special focus, especially in fostering their knowledge, since today knowledge is one of the key factors of growth and development and one of the key fundamental factors for competitive advantage of organizations. Organizations have the task and challenge to attract, retain and continuously increase learning opportunities, as well as create a learning culture and a climate in which the creativity and innovation of human resources can be expressed. This means that the organization shall change its system of rules in order to adapt its human resources to the changes occurring in the environment, thus enabling them to share their knowledge, beliefs and prejudices, i.e. organizational learning shall take place. In our modern conditions, human resources development refers to setting individual and organizational goals for continuous learning in order to improve the living and working environment. Successful management of human resources development enables development of the organization, as well. Human resources participate in the development of the organization with all their potential, available knowledge and experiences, their abilities and skills, ideas and creations, their level of motivation and interest in achieving organizational goals, etc. Having recognized the significance of these two concepts, this paper deals with the role of organizational learning in the development of human resources in production, service and public organizations in the Republic of Macedonia.
