OS IMPACTOS DA OBRIGATORIEDADE DA COLETA SELETIVA PELA POLÍTICA NACIONAL DE RESÍDUOS SÓLIDOS SOBRE AS ORGANIZAÇÕES DE CATADORES DE MATERIAIS RECICLÁVEIS E O DESENVOLVIMENTO LOCAL

Abstract
The mandatory implementation of selective collection by the National Solid Waste Policy in all Brazilian municipalities poses risks to the sustainability of Organizations of Recyclable Materials Collectors when the principles of local development are not considered in their management. A larger volume of recyclables requires, hence, new needs for their handling, eg, adequate physical space for handling and storage, equipment such as baler and forklift, skilled labor and the absorption, by the market, of the material worked. In this sense, it is observed that some of these aspects are directly related to the specific characteristics of each region, and others depend on variables beyond the territorial limits of the municipality as the existence of a consumer market able to absorb the new supply of recyclables. In a research with qualitative and quantitative characteristics that addressed administrative aspects of civil engineering and manufacturing, of health and workplace safety, and of trade from 18 organizations located in the state of Minas Gerais the close relationship between the selective collection, organizations of recyclable materials collectors and local development was observed.
