ОСОБЛИВОСТІ АНТИКОРУПЦІЙНОЇ ДІЯЛЬНОСТІ НА СУЧАСНОМУ ЕТАПІ ДЕРЖАВОТВОРЕННЯ

Abstract
The basic preconditions of the emergence of the problem of combating corruption are substantiated. Definition of the main means of state policy concerning the solution of the issue of preventing corruption in the present. The main directions of the state strategy for effective work of the system of anti-corruption bodies are offered. The place of the National Anti-Corruption Bureau of Ukraine in the system of public authorities is determined. In the scientific literature it is argued that the leading method of administrative law, in relation to the fight against corruption, is the administrative-legal method. That is, the set of methods, means, influence of the public administration on the objects of management, providing the regulatory influence of the norms of administrative law on social relations, and by means of which the legal position of the parties in legal relations is established legally and legally. Relations that arise under the influence of this method of regulation, he characterizes the inequality of the parties and calls “relations of power and subordination.” This definition should be understood as follows: the object of public administration is bound to comply with the legal requirements of the subject of public administration, in other words – these relations do not require or exclude organizational subordination, but the decision of the entity is, in any foreseeable by law, a case that is mandatory for an object. After analyzing the problems of preventing corruption in Ukraine and the activities of the state bodies, which are responsible for such a mission, one can identify the basic ideas for improving the effectiveness of anti-corruption activities. In particular, the state strategy in this area should include, first of all, measures aimed at increasing the transparency of decision-making mechanisms and the establishment of rules, admission to the civil service, transparency of revenue and expenditure of the state budget, financing of political parties, the mechanism of public procurement, privatization, the functioning of bodies state power and local self-government.
