ОСОБЛИВОСТІ ДЕРЖАВНОЇ ПОЛІТИКИ ЩОДО ЗАБЕЗПЕЧЕННЯ СИРОВИНОЮ ПІДПРИЄМСТВ ДЕРЕВООБРОБНОЇ ПРОМИСЛОВОСТІ УКРАЇНИ

Abstract
V.V. Halasiuk. Tools ensuring the access to raw materials for woodworking industry enterprises of Ukraine. The article analyzes the main challenges for domestic woodworking enterprises development. The prospects of increasing investment attractiveness, production and export potential of Ukrainian woodworking industry are investigated in the case of introduction moratorium on timber export, strengthening the responsibility for illegal logging and timber export, and new legislative regulation of the national timber market. It’s revealed that introduction of moratorium on timber export has already led to increase in output, investments and tax revenues in Ukrainian woodworking, furniture and paper industries. Economic modeling showed that in medium-term period moratorium will result in 44.3 per cent reduction of industrial felling of forests in Ukraine, 8 per cent drop in domestic forest-raw materials prices, 9.8 per cent output growth and 14.4 per cent export increase in Ukrainian woodworking and furniture industries, 10 million U.S.D. growth of tax revenues to the state and local budgets, 100,7 million U.S.D. increase of Ukraine's GDP. The international experience of establishing restrictions on exports of forests in order to preserve the forest fund and support domestic producers is generalized. It’s found out that bans or significant restrictions on timber export are valid in over 30 countries throughout the world. Compliance of moratorium on timber export to with the international obligations of Ukraine within the WTO and EU-UA Association Agreement is proved. In particular, the implementation of such measure is regulated by Article XX (g) of GATT "General Exceptions", which provides the possibility for WTO Members to introduce restrictive export measures for the purposes of natural resources conservation.
