Особливості правового регулювання лісокористування в Україні / Features of Legal Regulation of Forest Use in Ukraine

Abstract
The article analyzes the issues, devoted to the peculiarities of legal regulation of forest use, describes the general characteristics of forest use in Ukraine, reveals the peculiarities of the legal nature of temporary and permanent use of forests. The following factors, which negatively influence the biological - ecological stability and adaptability of forests, their social, anti-erosion, hydrological, and climatic functions, are mentioned. The urgency of the topic is due to the intensive use of forestry lands and the need for comprehensive legal regulation. The complex of problems of non-rational use of forest resources of Ukraine, which causes detrimental consequences for a person, is analyzed, in particular: forest fires, mass proliferation of pests, continuous development of diseases of forest plantations, storms, flooding and flooding of forest massifs, accidental contamination of the forest fund, as well as arbitrary felling of the forest . In order to solve the above-mentioned problems, the article proposes a number of measures for the preservation and strengthening of water protection, protective, sanitary-hygienic, sanitary and other useful natural properties of forests: ensuring rational territorial proportions of forest use; expansion of green areas in resettlement networks and production zones; interbranch association of forestry and forest protection works, compliance with forest legislation, as well as accelerated expansion of the forest fund due to new plantings. It is also noted that scientific researches need to increase the area of forests, to expand the protected areas. It is advisable to plant deforestation on non-grasslands, in ravines, gullies in coastal strips along rivers, around reservoirs and on low-yielding agricultural lands. In this article, on the basis of the study of manuals, documents and articles, scientific literature and the Forestry Code of Ukraine, the main ways of improving the use of forest resources of Ukraine are considered.
